About the company


This is a fantastic opportunity to join a client that provides local government and services for the financial and commercial heart of London. They are seeking to employ a Principal Librarian on a 9-month contract to manage 2 branch library services in the City.

What you will be doing

  • Overall day-to-day management and control of the 2 Libraries, including staff management, responsibility for stock budgets, income generation and collection of income, overseeing preparation of financial, statistical and other returns as required and the overall responsibility for the delivery Library services
  • Leading on recruitment and selection of all Principal Library Assistants, Library Assistants,  Principal Assistants & Customer Services Officers, implementing the organisational policies and procedures as required
  • Responsible for branch Libraries’ staff appraisals, assessment of staff training needs and coordination of staff training whilst also contributing to the departmental induction and other training courses as required
  • Oversight of all Health & Safety matters including all aspects of security during Library opening hours and maintenance of premises and equipment, liaising with the landlords and other Departments and contractors as required
  • Writing and updating the Libraries Stock Policy - stock management using appropriate stock management systems to provide an inter-library approach to stock deployment
  • Responsible for stock selection, purchasing and maintenance for the branch Libraries, liaising with Branch Librarians, for specialist areas of stock
  • Leading on the provision of information to satisfy personal, telephone, email and written enquiries for the Branch Libraries using the full range of printed and electronic sources.
  • Dealing with customers’ suggestions and complaints about the Branch Libraries, liaising as appropriate with the Head of Libraries and other senior colleagues
  • Assisting the Head of Libraries with submissions for revenue estimates, capital programme, minor improvements and cyclical works
  • Contributing to Branch Libraries strategy and policy
  • Responsibility for the Branch Libraries’ publicity and promotional activities (including national Library initiatives), liaising with Library staff, other Departmental and office staff and external stakeholders as appropriate
  • Attendance at internal and external meetings and conferences, representing as appropriate and keeping abreast of national library developments and initiatives.
  • Actively seeking out new partnerships, sponsorship & other sources of income and volunteers to support the work of the Libraries 
  • Deputising for the Head of Libraries as required
  • Actively seek to implement the Occupational Health and Safety Policy in relation to the duties of the post, and at all times give due regard to the health and safety of both themselves and others when carrying out their duties
  • Actively seek to implement the Equal Opportunity Policy and the objective to promote equality of opportunity in relation to the duties of the post
  • To undertake any other duties that may reasonably be requested appropriate to the grade
  • Comply with the Financial Regulations and properly monitor and report budget outturn positions on a regular basis as required, including alerting the Line Manager and Financial  representative of any significant budget variance in a timely manner and taking appropriate corrective action.

Who you will be:

  • Candidates must hold a qualification (degree level or higher) in Library and Information Management
  • Candidates will ideally have previous relevant experience of working with the public in a library or information service in a managerial role
  • Experience of people and budget management
  • Practical experience of stock management
  • Proven staff management skills including the ability to motivate others
  • Well-developed searching skills using both hard copy and online information sources and the ability to use Microsoft Office software
  • Ability to work under pressure and to manage multiple priorities to tight deadlines
  • Excellent customer care and interpersonal skills
  • Exceptional organisational skills and the ability to work independently and to accept responsibility while being able to work as a member of the Library Management Team
  • Strong IT skills
  • An understanding of equal opportunities issues, particularly in relation to the duties of the post, together with an understanding of Freedom of Information, Data Protection, copyright and health and safety issues

Normal working hours are 35 per week, Monday to Friday

Some out of hours working (e.g. to manage evening or weekend events) may be required. The post holder will be a key holder and therefore on the out of hours contact list in case of emergencies.
